GBIF and iNaturalist connectors exist in the Worker. They do not silently become authoritative.

Consequence

If a connector is not live, BioSentinel will not paint a fake occurrence layer. Awaiting-connection layers are disabled. MOCK surfaces carry a watermark. User uploads are held as evidence and never merged into authoritative occurrence records without review.
